HSE Professionals And Their Real Authorities Limitation

Authority is something that is legally given to someone to enable him/her to officially preform some of assigned tasks or duties. When you apply to any job and before you get hired in somewhere and during the hiring process, the organization will provide you with an employment offer along with (JD) Job Description that list all required assignments, duties, responsibilities, and authorities that you as selected employee is obliged to follow and implement at all times.

Defining and indicating job authorities is ultimately the responsibility of the organization top management in close coordination with (HRD) Human Resource Department which’s normal sequence that we see at any organization around the world. However, which’s abnormal and very disappointed when we started to see the middle level management (Project Managers) are taking over to indicate the responsibilities and authorities of HSE Professionals. What’s truly worse than this, is that some of project managers started to unfortunately take advantages out of this situation e.g., asking HSE professionals not to stop the work if some of HSE elements are missing, but in indirect way, asking HSE professionals to get their permissions first for sending emails, asking HSE professionals to get their approvals first for conducting regular HSE trainings, and asking HSE professionals to consult with them in every single aspect before they perform any work even if that matter was 100% only related to HSE subjects. These unacceptable practices are restricting HSE Professionals to actively perform their jobs normally in the workplaces.

You might either agree or disagree with me on this, but I strongly believe that HSE Department must become an independent department where it is not impacted or conflicted with any other employees regardless of their career seniority level. Therefore, the top management shall re-evaluate the organizational chart of its organization to re-locate the HSE Department in the right spot. Where that will guarantee the HSE Professionals authorities are 100% activated across all the levels of the organization structure to deliver the message and prove to everyone that HSE Professionals are getting their power directly from the top management.
